For the team of our PSES II Project, we seek applications from suitable candidates for the potion of “Junior Advisor”.
Job Location: Dhaka (field visit expected)
Contract Duration: till June 2017 (extension upon availability of fund)
A. Responsibilities
The position holder is responsible for:
  • Assisting the project’s field of activity on Inclusive Skills Development for proper implementation in consultation with supervisor as per the project goals, steering structure, tools and other measures;
  • Assisting to monitor and report on activities and Integration of results and experiences into team efforts and into all relevant groups;
  • Contributing to organize quality assurance and proposes necessary changes, improvements, and initiatives both at programme and field of activity on ISD level; and
  • Working closely with the inclusive skills  development field of activity to address the issue as per the recent development trends and rights based perspective;
In this context, the position holder fulfils the following tasks:
B. Tasks
1. Core scope of tasks (Professional Advising and Consulting)
The position holder will
  • Support the team in the project to promote inclusive workplace practice in the partner organizations, innovation and knowledge management as well as transmission of innovation to a wide range of stakeholders;
  • Support to analyse policy and programme of government of Bangladesh and international documents on inclusive skills development;
  • Facilitate implementation of activities in close coordination with counter partners and project team to reach targets;
  • Monitor project progress, review reports and documents concerning the progress of collaborative programs and projects;
  • Support to identify risks and recommend for alternative courses of action to the supervisor;
  • Work closely with relevant stakeholders including partner organisations, service providers, business associations, private agencies, etc. for successful implementation of programme and projects and to strengthen the new component;
  • Assist in defining terms of reference, selection, and supervision of contracted third parties in carrying out program or project activities;
  • Facilitate to develop documents to arrange workshops, seminars, and other events on subjects that are related to the program’s/project’s field of activity;
  • Support to develop brochures, newsletter programme/ project’s initiatives highlighting interventions of the component, to promote inclusive skills development activities;
  • Assist in the preparation of promotional materials related to Technical and Vocational Education and Training in Bangladesh inclusive of gender and disability; and
  • Any other tasks relevant to the thematic area as assigned by the supervisor and Program Coordinator, PSES. 
2. Core scope of tasks (Networking and Cooperation)
The position holder will
  • Co-operate and maintain good working relationships with team members and partners;
  • Communicate and channel between local interests and aspirations of PSES; and
  • Maintain repeated field visits to the regions in accordance with the requirements of the program 
3. Core scope of tasks (Knowledge Management)
The position holder will
  • Prepare reports and presentation materials
  • Prepare appropriate inputs to the various program reports 
  • Assist the ISD field of activity to Identify lessons learned and good practice examples from the project implementations;
  • Assist in all relevant publications of the component. Support to publish articles for website, periodical reports, etc. 
4. Other duties/additional tasks
The position holder will
  • Assist in activities from concept development of the project to execution;
  • Develop documents including Terms of References (ToRs), call for Expression of Interests (EOI), Request for Proposals (RFPs), Purchase requests, Technical grid formats;
  • Assist for concept and Budget preparation;
  • Facilitate processing of payments and bills;
  • Follow up internal and external communication on behalf of the component of Inclusive Skills Development;
  • Assist to arrange meetings, preparing the time-plan/ schedule for the meetings, preparing meeting minutes;
  • Assist Public Relation division to execute project’s event management activities;
  • Support to prepare and follow up the production of brochures for events/ activities;
  • Develop concepts and creative themes for program events;
  • Assist in concept planning and content development of project related websites and documentation of brochures, fact sheets, case stories, and newsletters;
  • Assist in development of audio visual communication materials such as films or documentaries for component related event or activity;
  • Facilitate processing of contracts as per GIZ procurement rules and regulations;
  • Assist in seeking consultants, consulting firms as required.
  • Support for preparation of draft concept, casual contract;
  • Collect financial and technical offer from the responsible consultant/ consulting firm; and
  • Follow-up to ensure submission of invoices for the final payment.
C. Required qualifications, competences and experience
Qualifications
  • Minimum Bachelor in Social Sciences/ Behavioral Sciences/ Development Studies/ Business Studies or any related discipline
Professional experience
  • At least two years of experience in working with Government, development partners, private sector, civil society organisations, and professional groups;
  • Experience in developing organisational policy and strategy for community based development/ disability organisations;
  • Experience in capacity building and strategic planning for civil society organisations;
  • Experience in project management, monitoring and supervision
  • Proven experience in communication with partners
  • Ability to travel extensively at the field locations;
  • Knowledge on the Ready- made Garment and Leather industry in Bangladesh; and
  • Experience on the related private sector associations in the Ready- made Garment and Leather industry in Bangladesh
Other knowledge, additional competences
  • Knowledge on imlementation, monitoring of development projects on disability management
